Erasmus Policy Statement for 2021 -2027

Akademia Wychowania Fizycznego we Wrocławiu (Wroclaw University of Health nad Sport Sciences, AWF Wrocław) is a higher education institution specializing in the field of sport and physical education, tourism and recreation, physiotherapy and occupational therapy and cosmetology, offering 1st, 2nd and 3rd cycle programmes as well as postgraduate programmes and specialized further education courses. The AWF’s mission is to contribute to improvement of health and quality of life by increasing, broadening and disseminating knowledge in the field of physical culture, physical education, recreation, sport and physiotherapy, for the benefit of individual citizens and the whole society, as well as by promoting physical culture and health in Poland. The University's mission is also to cultivate and develop academic traditions and strengthen the ethos of knowledge, freedom and respect for the European principles of democracy. The AWF Development Strategy 2011-2020 and the consecutive AWF Development Strategy for 2021-2030 (under consultation, to be adopted by the University Authorities by December 2020) place / define internationalization and international cooperation as an indispensable and obligatory element of the activities undertaken by the institution, with special emphasis on internationalization within student and staff development opportunities, training and didactic processes, teaching methods and tools, research and dissemination of knowledge, as well as on sport. Since 2002 when the AWF joined the Erasmus, the participation in the programme has been essential for the internationalization and modernization of the institution. Within the Erasmus Programme 2021-2027 the University intends to continue to constantly and actively engage in the Programme Actions, thus contribute to modernization of the institution, regional development and the Polish higher education sector as well as to the goal of building the European Education Area.

The University’s main objective of the participation in the Erasmus Programme is to promote and increase the internationalization of the institution at all levels and aspects of its functioning for the benefit of students, staff and the academic community of the AWF as well as to contribute to the modernization and quality of functioning of the University as a whole and within its socio-economic environment.

The above will be attained, through the engagement in the Programme Actions by pursuing the specific objectives:

  • to provide the (incoming and outgoing) students as well as the academic and administrative staff with the opportunities for a professional, social and intercultural as well as digital skills development, through participation in the international mobility actions and projects,
  • to increase the number of outgoing and incoming students as well as the outgoing and incoming staff,
  • to improve the quality of institution’s higher education programmes and student experience,
  • to contribute to the development of international labour market by providing the students with international training opportunities and establishing working cooperation with the employers and labour market actors across Europe,
  • to increase language and intercultural competence as well as soft skills of students and staff, through i.a. participation in exchange programmes, knowledge sharing and dissemination activities, Erasmus-supporting actions and activities,
  • to develop international relations network and strengthen the existing international cooperation through participation in mobility projects, implementation of interinstitutional cooperation programmes,
  • to extend the participation in the Erasmus actions to include a wider range of international projects and activities,
  • to engage students, staff and the entire academic community in the knowledge, skills and experience sharing activities, participatory actions, volunteering and social responsibility in order to create and promote active participation attitude, and thus contribute to the Erasmus Programme principles and objectives of social inclusion and active participation
  • to constantly and consistently contribute to the modernization and internationalization of the institution through transfer of knowledge and good-practices, implementation of the digitalization agenda within both didactic and administrative processes, development of the inclusive and socially engaged attitude within the academic community, implementation of the ecologically friendly principles of the Programme.

Participation in the Erasmus Programme allows to pursue the main strategic goals of the institutional development related to internationalization and modernization and has a leading role in the implementation of the strategy. Through the participation in the programme the University engages in the international, bilateral and multilateral cooperation programmes and projects, both within the European context as well as on a larger global scale. The international cooperation stimulates the development of the University within its main operation objectives to provide modern educational offer, broaden the scientific knowledge within the fields of physical education, sports, health and physiotherapy, serve the society as a source of knowledge, promoter of physical activity and healthy lifestyle, through the exchange of knowledge, know-how and good-practices.

The cooperation established within the Erasmus Programme resulted in over 750 outgoing student mobilities for studies, over 350 incoming student mobilities, over 300 outgoing staff mobilities and over 100 incoming staff mobilities in total since 2002, thus making the Erasmus Programme the main tool for the mobility of students and staff of the AWF on such a scale. Within the Erasmus Programme 2021-2027, the University intends to increase the student and staff participation in mobility projects, contributing to the student and staff professional and self-development by gaining international experience. The Erasmus Program has also been a platform for initiating, establishing and organizing interinstitutional cooperation and relations, which resulted not only in mobilitiy itself, but also in development, educational as well as research projects, thus being an intrinsic factor for development of the institution within all aspects of its functioning – operational, administrative and scientific.

As the participation in the Erasmus Programme is central to the implementation of the internationalization and modernisation strategy, the University has developed a well-organized administrative structure for the implementation of the Erasmus Programme at the AWF. The actions, activities and projects undertaken under the Erasmus Programme at the AWF will be planned, organized, implemented, monitored, evaluated and controlled by delegated team consisting of professionals specializing within the international cooperation, project implementation, financing, monitoring and evaluation as well as promotion and PR. Actions aimed at digitalization of the Erasmus Programme will be supported and coordinated by the IT Centre and the Department for Administration and Technical Support. In order to guarantee a high quality of actions as well as the ensure the achievement of the expected objectives and outcomes, the AWF will adopt and follow the internal standards and procedures defined in line with the Erasmus Programme principles. The AWF applies to the Quality Management System and fulfils requirements of the PN-EN ISO 9001:2015 in the scope of performing current organizational and administrative tasks related to teaching and research activity, student affairs, staff development, sports, culture, publishing, and library, archives and personnel policy, performing current office, economic, financial, accounting, public procurement, technical, administrative and economic, operational and IT tasks as well as implementation of research services. The ISO certification of the institution will contribute to a legitimate and accurate implementation of the Erasmus Programme. The University will provide a relevant and sufficient operational capacity, including staff as well as an appropriate infrastructure that will allow for a successful implementation of the projects and actions under the programme. The Erasmus Spot and the Erasmus Meeting Point, spaces developed within the Erasmus+ Programme (2014-2020), will be used for the actions and activates aimed within the administrative and organizational support. The University will ensure that the projects and initiatives under the Erasmus Programme and the results will be widely disseminated and actively promoted through systematic activities carefully planned in dissemination and promotion strategies as well as within everyday implementation and in spontaneous interactions within the AWF community.

The AWF participation in the Erasmus Programme will contribute to the modernisation of the institution as it will have a direct influence on the development and improvement of the educational offer through the transfer of know-how and good practices, contribution of international teachers and academics to University education, projects aimed at creating joint programmes or double degree programmes. Moreover, it will stimulate and enhance the professional development of the academic and administrative staff through participation in the mobility projects and exchange of ideas and practices within learning methods. By following the Erasmus Programme digitalization agenda, the participation in the programme will stimulate the development of the University IT infrastructure and tools, including distance learning and teaching and allow for digitalization of the administrative services, including on-line management of the programme and services for the students. The implementation of the Erasmus Without Paper initiative and the European Student Card will facilitate the administrative processes and contribute to student and staff satisfaction, thus improve the quality of the institution services.

Taking the above into consideration, the Wroclaw University of Health nad Sport Sciences intends to contribute to the goal of building a European Education Area within its three main initiatives and measures addressing key competences for the lifelong learning, digital skills and common values and inclusive education, through an active and engaged participation in the programmes’ actions, promoting inclusive education based on common European values, providing open access to education and knowledge.

The AWF intends to take active measures aimed at implementing projects under the Erasmus program both as a coordinator and as a partner. With the ECHE Card for 2021-2027, the University will be entitled to submit applications for financing of international cooperation projects. The University intends to continue active participation in the Erasmus Action 1 and submit applications for funding mobility projects in response to calls announced by the National Agency. The applicant plans to implement student mobility projects for studies and training (within 1st and 2nd cycle studies, uniform master's and PhD School) as well as staff mobility for training and teaching activities in cooperation with institutions both in programme countries and in partner countries. In addition, the Academy will carry out activities aimed at applying for funding of activities, including innovative international partner projects under Action 2 and Action 3. The University’s experience in project implementation as well as in project participation as a partner will be the starting point for participation in all Erasmus Actions. In this way, the University intends to actively contribute to one of its strategic development goals, which entitles an improvement of the University's international recognition, in particular in the context of the European higher education sector.

Within the new financial perspective of the Erasmus Programme for 2021-2027, the Wroclaw University of Health nad Sport Sciences intends to take part in three key actions:

  • Key Action 1 (KA1) – Learning mobility, where the AWF main objective is to increase the number of participating students, academic staff and administrative staff of the AWF in the mobility process in order to develop their individual, cultural, language and professional competences as a result of international experience, contributing to the increase in the institution's internationalization, and enabling other foreign universities to implement mobility at the University for their benefit,
  • Key Action 2 (KA2) – Cooperation among organisations and institutions, where the AWF main objective is to develop the scope and intensity of cooperation with international organizations and institutions to exchange good practices and innovations by creating partnerships and cooperation networks that serve to improve the functioning of universities in teaching, research and cooperation with the socio-economic environment,
  • Key Action 3 (KA3) – Support to policy development and cooperation, where the AWF main objective is cooperation for the implementation and development of European policies and initiatives in the field of higher education.

The University of Physical Education in Wroclaw has the necessary human, organizational and infrastructural resources to enable effective and efficient implementation of projects under the Erasmus Programme at all project stages, including in particular the implementation, monitoring, evaluation and closure. All University’s activities undertaken as part of project implementation within the abovementioned Actions of the Erasmus Programme will be carried out, coordinated and monitored by the AWF Erasmus Office, with the support and involvement of other units of the AWF, in particular Finance Office and the AWF Promotion and PR Office. The authorities of the University will delegate a team of university administrative staff, including employees of the Erasmus Office, Faculties (Faculty Erasmus Programme Coordinators) and Finance Office. In addition, technical support of the AWF IT Centre and the AWF Promotion and PR Office will be provided. The team's work will be supervised and coordinated by the Vice-Rector for Science and International Cooperation.

Within the implementation of projects under the Erasmus Programme, in order to ensure high quality of activities undertaken under the above-mentioned Actions, the AWF intends to continually and consistently:

  • apply transparent and consistent rules for participation and financing conditions for all actions undertaken,
  • use EU transparency and tools for recognition of skills and qualifications, such as the ECTS system and the diploma supplement,
  • use digital mobility management tools, i.e. EWP, OLA, MobiliyTool, Erasmus mobile App,
  • develop existing and establish new partnerships with universities and institutions (in program and partner countries),
  • exchange and transfer practices through transnational strategic partnerships, knowledge alliances, IT platforms such as eTwinning,
  • disseminate information, activities, impacts and results through printed materials, websites and social media,
  • follow the guidelines and rules for participation in the Erasmus Program provided by the European Commission and the National Agency of the Erasmus Program.

Participation in the Erasmus Programme will contribute to the implementation of the assumptions of the Development Strategy of the University of Physical Education in Wrocław, including in particular:

  • Increasing the recognition of the University outside the Republic of Poland and raising the recognition of the University in Poland, as well as in the local, national and foreign environment,
  • Developing students' competences, including the ability to independently acquire knowledge and critical thinking skills, as well as equipping students with the knowledge and skills necessary to function in the world, especially high language competences,
  • Developing students' professional and social competences for work and life in contemporary Europe,
  • Increasing didactic and organizational competences of the academic staff as well as ensuring staff professional development including raising the level of proficiency in foreign languages,
  • Development of the educational offer (fields of study, training, etc.),
  • Implementation of a flexible study system based on the ECTS system,
  • Modernization of education forms and implementation of modern didactic tools, including e-learning,
  • Active partnership with academic centres outside Poland, including the creation of international teams,
  • Disseminating knowledge about physical culture and promoting a healthy lifestyle,
  • Shaping an attitude of openness to the world and cultural diversity, as well as promoting the European integration principles and supporting the development of civil society and regional development,
  • Attracting foreign students,
  • Participation in international exchanges,
  • Nurturing and promoting Polish language and Polish culture.

The above elements of the University's mission and development strategy will be implemented through the participation of the abovementioned Actions of the Erasmus Programme, in particular through:

  • Implementation of activities in international partnerships,
  • Educational international mobility of students for studies and training,
  • International teaching and training mobility of staff,
  • Admitting students from foreign partner universities to pursue studies at the AWF,
  • Hosting representatives of the administrative and academic staff of partner universities,
  • Knowledge transfer, exchange of know-how and practices,
  • Activities aimed at developing joint, innovative solutions and results in the field of, among others didactics, curriculum design, didactic tools and forms of education,
  • Activities aimed at developing organizational and administrative capacity of the University,
  • Acquiring institutional and organizational knowledge through visits to universities in other countries,
  • Conducting projects in cooperation with the institutions and organizations in program countries and partner countries,
  • Organizing conferences and events, including Erasmus Staff Weeks.

The AWF participation in the Erasmus Programme and its Actions is likely to have a substantial positive impact on the whole organization as well as on the AWF staff and students. The impact of the Erasmus Programme on its participants and the organization is likely to occur during the participation in the Erasmus Actions and remain after the Action’s lifetime. The undisputable benefits that the Erasmus Programme brings to the AWF, including transnational, interdisciplinary, cross-field etc., will contribute to the internationalization strategy of the institution. The prospective results of the AWF participation in the Erasmus Programme have the potential to be disseminated, transferred and exploited in other higher education institution and other sectors that the AWF cooperates with, including enterprises, partner institutions and organizations as well as the socio-economic environment of the University. Participation in the Programme may have positive impact on the AWF stakeholders on the local, regional, national and European level, as it allows to transfer and disseminate know-how, good practices, innovation and values from the international sector of higher education to the local, regional and national context through the social engagement and responsivity of the University. Expanding the AWF network of cooperation and increased participation in the Erasmus Program Actions may lead to innovative developments in University methodology in the scope of all programmes, courses and modules offered at the AWF. Erasmus projects implementation shows potential for synergies with other projects and initiatives, including international projects, local projects engaging the environment, run by the AWF.

The Erasmus Programme will have a direct and indirect impact on the internal and external stakeholders of the institution. The participation will benefit the institution as a whole, with all of its organizational departments and units, students of all levels of education (1st, 2nd and 3rd cycle programmes) and the academic and teaching staff. Teacher and student stakeholders will gain knowledge and experience in terms of soft skills and intercultural competences, as well as international cooperation, through the participation in mobility projects. Moreover, their participation in the Erasmus Actions will provide them with the opportunity to develop language and digital skills. The University as an organization will build on its organizational and administrative capacity as well as its development potential through the participation (both as a partner and coordinator) in KA2 actions aimed at partnership cooperation, exchange of practices, partnerships for excellence and partnerships for innovation.

Within the Action 1 the AWF’s objective is to:

  • increase the number of outgoing students,
  • increase the percentage of outgoing academic staff participating in teaching and/or training activities,
  • increase the percentage of outgoing administrative staff participating in training activities,
  • increase the number of incoming students,
  • increase the number of incoming academic staff participating in teaching and/or training activities,
  • increase the number of outgoing administrative staff participating in training activities.

Within the Action 2 the AWF’s objective is to:

  • increase the participation as a partner in the KA2 Action projects,
  • make attempts to initiate and coordinate projects within the KA2 Action.

The impact of the AWF participation in the Erasmus Programme will be assessed in order to state to what extent the planned objectives and outcomes were achieved at all stages of the Erasmus Programme implementation at the AWF. The assessment will be carried out at the project launch (assessment prior to implementation), within the duration of the project (intermediary assessment), by the end of the project (final assessment). The implementation of the Erasmus Programme will be assessed at the closure to serve as a data summary and analysis, reflection on the achievement of objectives and outcomes, and starting point for future projects. Along the whole lifecycle of the Erasmus Programme implementation a quality assessment will be carried out to guarantee a high-quality mobility, partner projects, implementation and management. The planned assessment conducted all along the ECHE and Erasmus Programme implementation will be a significant part of the quality management.

The impact of the participation of the AWF in the Erasmus Programme on the institution and the University stakeholders will be measured according to the following quantitative indicators:

  • number of students participating in the mobility and cooperation projects,
  • number of international incoming students studying at the AWF within the Erasmus Programme,
  • percentage of academic and teaching staff participating in the mobility,
  • number of incoming staff undertaking teaching and training assignments at the AWF,
  • percentage of administrative staff participating in the mobility,
  • number of partner institutions in the programme countries and the partner countries,
  • number of modernized educational programmes and courses,
  • number of certificates issued by the institution confirming the participation in the Programme,
  • number of bilateral and multilateral research and educational projects implemented as a result of Erasmus cooperation,
  • ratio of the AWF staff participating in the international teams, including research teams
  • increased amount of funds allocated within the Erasmus Programme to AWF,
  • number of actions and initiatives within the mobility support offered to participants, both outgoing and incoming.

The qualitative indicators of the impact of participation in the Erasmus Programme on the AWF will include:

  • individual’s personal development, cultural and social aspects and interpersonal skills,
  • results of the student and staff satisfaction surveys,
  • adjustment and development of study curricula, modernised courses,
  • increase in educational offer accessibility for the international students,
  • development of international strategy and change in the internationalization priorities,
  • student engagement in the Erasmus initiatives and actions, including especially volunteering,
  • expanded public dialogue, civic and social engagement,
  • increase in the quality of administrative services, including on-line services
  • increase in the University capacity and development potential.

The transferability and exploitation of the results and outcomes of the AWF participation in the Erasmus Programme as well as the dissemination potential of the project actions, initiatives, practices and innovations, will guarantee sustainability of the project. The expected long-term impact of the project especially includes, on the institutional level, an increase in internationalization of the institution within all aspects of its functioning, digital development, implementation of the digitalization agenda, sustainable and eco-oriented development, increase of accessibility to higher education and mobility programmes due to the implementation of inclusive policies

The AWF commits to achieving the targets related to participation in Erasmus Programme and intends to:

  • ensure a possibly highest rate of students, academic and administrative staff participation within the whole lifecycle of the project,
  • actively support the mobility and cooperation projects, as well as the participation in the Erasmus Actions within the financing perspective 2021-2027,
  • implement the European Student Card by 2021,
  • implement the use of the Erasmus App by 2023,
  • fully adopt and implement the Erasmus Without Paper initiative by 2023.
